温州农村公共产品供给与需求的调查研究

Supply and Demand of Public Products in Wenzhou Rural Area

从供给角度看,温州农田水利等农业基础设施仅基本满足农业生产需要;乡村道路、有线电视、宽带网络等生活基础设施较完善;超过半数的被调查者认为农村中小学校舍和教学基础设施良好;被调查者对农村保障性公共产品、文化娱乐设施供给满意率近五成。从需求角度看,层次聚类分析结果表明,农村公共产品需求的优先序依次为:生产生活基础设施、农村义务教育、农村医疗和社会保障、村庄整治与环境保护、农业科技信息服务、村民自治、文化娱乐设施与服务。调研结果表明,温州农村公共产品供给与需求存在一定程度的结构性失衡。为此,文章最后提出了政策与建议。

From the point of supply,social and agricultural infrastructure of Wenzhou,such as irrigation facilities,roads in rural areas,cable television,and wideband networks,is able to meet the needs of the people.More than half of the people investigated hold that the school buildings and educational infrastructures of primary and middle schools in rural areas are relatively good.Near 50% among people investigated are satisfied with cultural and recreational facilities.From the point of demand,a hierarchical analysis indicates that people＇s demands for public products has such a priority listing：basic infrastructures for living and productions,compulsory education in rural areas,rural health care and social security,environmental renovation and protection,spread of agricultural science and technologies,villagers＇ self-government,cultural and recreational facilities and services.The research reveals that there remains certain structural imbalance between the supply and demand.The author puts forward tactic solutions and proposals.
