案件侦办过程中存在的主要问题有:命案现场勘查工作比较粗糙,缺乏现场重建意识;讯问工作准备不充分;审讯过程中固定证据形成单一;侦查人员没有统一思想开展工作等。原因在于执法观念落后于执法环境的要求,部分民警的工作责任心有待进一步加强,民警业务素质尚不能完全适应工作要求。措施:强化法律意识,完善命案侦查办案工作机制,建立健全命案质量评判体系,加强专业训练和加大警用费用设备资源的投入。

The measures are： strengthen the legal consciousness; improve the work mechanism of homicide case investigation; establish and perfect the quality evaluation system of homicide case; enhance professional training; increase the input cost of equipment resources.
