摘要
对工程物资材料,采用业主自行采购模式具有保证质量的优势,但增加了工程结算的工作量,也会降低招标竞争的范围和有效性,应逐步减少这种模式,纳入整体招标范围,直接由市场竞争来确定价格。
It is advantageous for quality guarantee to adopt owner purchasement mode for engi- neering materials, but the workload of engineering settlement will be increased, bidding competition scope and effectiveness will be reduced. Therefore, such mode shall not be recommended and material purchasement shall be considered in the general bidding scope and be determined directly through market competition.
