法院审判质量认证体系的构建及运行研究

On the Construction and Operation of Certification System of Trial Quality

加强审判质量管理是近些年最高人民法院确立的司法管理新目标。构建审判质量认证体系是审判质量管理的科学手段和应然要求,根据审判活动的阶段性划分,将审判质量的评价量化到审判活动的各个环节,通过相应质量评价指标及其权数的合理设计,运用一定的数理手段进行综合评价,既可以检验出法官审判质量的状况,从而为法官奖惩和素质培养提供客观依据,同时还可以为审判管理者完善审判方式、优化资源配置、调整管理策略提供决策依据。

Strengthening the management of trial quality is a new management objective which the highest judicial organ established in recent years. Construction of certification system of trial quality is the scientific method and necessary requirement of trial management. According to the stages of trial activities, the trial quality certification is broken down into all aspects of the trial, and then reasonable corresponding quality indicators are designed, and a certain mathematical means of comprehensive evaluation is adopted. This system can not only check out the condition of trial quality, which provides an objective evidence for quality training and awards and punishment of judges, but also improve trial managers＇ decision-making basis in bettering the trial way, optimizing the allocation of resources, and adjusting management strategies.
