加强流动党员管理既是一个热点问题,又是新形势下党建工作不容回避的难点问题。其难点主要表现为个体流动、行踪无常,党组织组建率低、稳定性差,管理机制滞后、管理渠道不畅,党务工作者队伍建设和管理弱化。要从根本上解决这些问题,必须实现思想、方法和网络上的统筹,推进城乡一体化党员动态管理。与此同时,还要建立健全流动党员教育管理信息网络建设机制,构建城乡一体化党员动态管理的保障机制,健全城乡党的基层组织互帮互助机制,培养建立稳定的党务工作者队伍。
