我国电动汽车补贴政策研究

Strategic study on framework of electric vehicle subsidy policies

大力发展电动汽车将为我国带来良好的社会、经济和环境效益,然而当前阶段电动汽车在我国全面推广面临诸多困难。电动汽车财政补贴可以有效缓解技术局限和配套设施不足等问题,加速电动汽车产业的发展,但是由于种种客观原因的限制,导致既有的国家和地方补贴政策对电动汽车推广工作的影响力非常有限。通过比较分析国内外既有的电动汽车推广补贴政策及实施办法,从补贴对象和机制、补贴时段和力度、补贴方式、融资机制以及监管体系等角度探索了提高政策实施效果的方法,并建议全面考虑社会、经济和环境效益,建立一个更加长期稳定和全面的政策框架。

It is well known that the progress of electric vehicles（EVs） will be of great social economic and environmental benefits,however the promotion of EVs is facing many difficulties in the current stage.The subsidy policies for EVs will alleviate effectively the limitations in technique and insufficient infrastructures,and accelerate the development of EV industry.Unfortunately,the policies in operation for both national level and local city level has limited effects due to various objective factors.Based on the comparative study on the subsidy policies and enforcement regulations,this paper explores an efficient way for the policy implementation from the aspects of subsidy objects and mechanisms,subsidy time and magnitudes,subsidy manners,financing system and regulatory structure.It is advised to establish a comprehensive policy framework with long-tem stability on the consideration of EVs＇ contributions to society,economic and environment.
