论善治生态及其建构

On the Good Governance Ecology and Construct

从"善治"到"善治生态"是一种学术努力,更是一种社会追求,是时代觉悟之生态觉悟之体现。"善治"就是使公共利益最大化的社会管理过程,其本质特征是政府与公民对公共事务的合作管理,是政府与社会的一种新颖关系。"善治生态"是社会管理过程中政治、经济、伦理、法律各种文明因子互动形成的一种治理态势,是政府和社会不同主体的新颖关系,并由"政府-社会"生态、"伦理-法律"生态、"伦理-政治"生态三维生态互动形成的治理体系。通过深挖中西文明资源,建构起我国"善治生态",实现我国社会治理的良性循环。

From＂good governance＂ to ＂good governance ecology＂,it is a kind of academic effort,but also a social pursuit.It is the realization of ecological consciousness of era embodiment.＂Good governance＂ is a social management process to realizepublic benefit maximization,characterized with cooperativemanagement public affairs bygovernment and citizens.It is a new relationship between the government and society.＂Good governance ecology＂is a governancesituation though theinteractive process of social management of political,economic,ethical,legal civilizations factors.Itis a new relationship between the government and other different social subjects,a three-dimensional ecological interactions system of governance formed by the ＂government-social＂ ecology,＂ethics-law＂ecology,and＂ethics-the political＂ ecology.By ferreting out Chinese and Western civilizationresources,we shouldbuild up China′s ＂good governance ecology＂to achieve a virtuous cycle of governance in our society.
