论中非合作的原则与面临的困境

A Study of the Principles for Sino-African Cooperation and the Predicament It Confronts

近年来,中非关系迅速发展,中非合作已经引起国际社会的广泛注意。那么,中非合作的原则是什么?中国与国际援助体系有些什么区别?中非合作面临哪些问题?文章在结合中国对非政策和中非合作史的基础上提出了自己的观点。作者认为,中非合作有四条基本原则,即平等相待原则、互相支持原则、自主性原则和共同发展原则。中非合作面临着国家形象、论坛机制和实践中出现的问题等三重困境。

As Sino-African relations have been witnessing rapid development in recent years,Sino-African cooperation has aroused intensive attention from the international community.Then,what are the principles for Sino-African cooperation？ What distinguishes China from the international system of assistance？ What problems does Sino-African cooperation confront？ On the basis of a discussion of China＇s policy towards Africa and the history of Sino-African cooperation,this paper puts forward the writer＇s own viewpoints on the above-mentioned problems.The writer maintains that there are four cardinal principles for Sino-African cooperation,i.e.the principle of equal treatment,the principle of mutual support,the principle of autonomy,and that of joint development.Nowadays,Sino-African cooperation is faced with a threefold predicament： how to build up national images;how to establish a proper mechanism for forums;how to settle the problems that turn up in the process of Sino-African cooperation.
