基于公平视角下医疗救助与基本医疗保险制度衔接的必要性与路径研究

Studying the necessity of combining medical assistance with basic health insurance system and its pathway in view of fairness

文章在医疗救助与基本医疗保险制度现状介绍的基础上,运用公平理论,从横向公平与纵向公平两方面探讨二者衔接的必要性,以实现卫生筹资、卫生服务利用以及卫生健康状况的公平,并提出制度衔接的三个层面与"三步走"发展路径。

Based on introduction of status of medical assistance and basic health insurance system,and applied with the eq- uity theory, the necessity of combining medical assistance with basic health insurance system was discussed from two aspects of lateral and vertical fairness, which was aimed to achieve fairness in health financing, heath service utilization and health conditions. Furthermore, three levels and pathway to＂ three ＂step＂ development were put forward.
