摘要
针对当前维权抗争、群体性纠纷、集体泄愤以及网络炒作四类突出事件,北京市防范重大群体性事件的思路与对策应包括四个方面,即构建"大信访"避免从维权到抗争,开展"大调解"化解群体性纠纷,打造"大综治"预防集体泄愤事件,实行"大网管"掌控群体性事件新区域。
According to the characteristics of civil rights struggles,group disputes,collective vents,network hypes,ways and countermeasures of Beijing in preventing mass disturbance include four corresponding aspects： United Complaint Receiving,Unite Mediation,United Comprehensive Management,and Unite Network Management.
