对工程招投标中存在的问题及改进探讨

The Problems Existing in the Construction Bidding and Strategy of Improvement

指出了目前我国工程招投标中存在的几个主要问题,并基于"公开、公平、公正"和"充分竞争"的原则,对招投标周期,招投标费用和招投标中人为干扰因素等进行了分析和研究。针对当前招投标过程中存在的问题,提出了完善法规、明确职责、健全机构,强化过程监督等措施,以从源头上遏止腐败,净化建筑市场,促进建筑市场秩序逐步走向规范化,法制化的轨道,不断提高工程招投标工作的质量和水平。

The passage points out several problems concerning project bidding,analyzes and studies bid period,bid expenditure and interference factors caused by people during bid invitation based on the principle of ＂openness,fairness,justice and sufficient competition＂.With respect to the existing problems in project bid,we propose policies of perfecting regulation,targeting responsibility,enhancing institution and strengthening process supervision so as to hold back corruption,purify building market,gradually advance the system of building market towards the road of standardization and regularity and incessantly improve the quality and level of the construction bid.
