居家养老政策的福利定位思考——以居家养老(助残)券政策为例

Thinking of Family Endowment Policy by the Theory of Targeting Social Benefits——A Case Study of Policy of Coupon for the Handicapped and Elderly

居家养老是通过非经济支持手段解决老年人老有所养问题的重要措施。以北京市居家养老(助残)券政策为例的调研表明,居家养老政策得到了比较广泛的认同,但是也暴露出了很多问题,诸如政府补贴的存在福利损耗,保障水平有限,待遇享受的公平性不足。为了提高政策绩效,居家养老政策应该做到福利对象、福利功能与福利水平之间相互匹配、协调。

Family endowment policy can be deemed as a measure to provide for the elderly without economic support means. A survey in policy of coupon for the handicapped and elderly in Beijing shows that though the welfare policy have been accepted widely, several defects have been exposed such as welfare loss caused by the coupon, limited guarantee level and fairness of treatment. To improve the performance of policy, it is advisable to well-coordinate welfare subject, welfare function and welfare level.
