论南海争议区域油气资源共同开发的模式选择

A Discussion of Possible Models for Joint Development of Gas and Oil Resources in Contested Waters in the South China Sea

南海蕴藏着丰富的油气资源。自20世纪70年代以来,南海周边国家纷纷声称对南沙群岛的全部或部分岛礁、海域拥有主权,并不断加快勘探、开发那里的油气资源,使南沙群岛的主权争端不断激化。文章在分析南海油气资源开发的战略意义和紧迫性的基础上,借鉴国际上争议区域油气资源开发的经验与模式,提出了中国在南海争议区域油气资源共同开发的策略与模式选择,即根据争议海域的实际情况,与争端各方实施多种形式的共同开发,以共同开发促进主权争议和海洋划界问题的解决。

Since the 1970s,countries around the South China Sea have declared sovereignty over part or all of the reefs and territorial waters of the Nansha Islands,and have accelerated moves to explore and develop the region＇s gas and oil resources.This has continuously intensified disputes over sovereignty to the islands.Based on an analysis of the strategic implications and urgency of developing oil and gas resources in the South China Sea,this article considers experiences and models applied to develop oil and gas resources in other disputed territories,and proposes strategies and models whereby which China might jointly develop oil and gas resources in contested waters in the South China Sea.The article discusses means through which China might implement joint development schemes with each party to the dispute,and discusses how joint development might promote resolution of the disputes and the demarcation of territorial waters.
