摘要
政府的决策者是政府绩效评估的核心行动主体,政治体制和管理技术共同决定了他们需要控制绩效评估的结果。而决策者控制主观型政府绩效评估结果的方式,是一个非常重要却又没有得到足够重视的研究问题。对此基于对主观型政府绩效评估的概念化和结构式分析提出的理论预设是,决策者可以从选择评估主体、分配评估权力、设计计分方法和选择数据处理方法入手来控制评估结果。珠海市"万人评议政府"的个案中,决策者成功地改善了评估结果,也验证了这种理论预设。
The decision-making of government is a core embodiment in China's government evaluation,and it's necessary to control the process,quality and results of performance evaluation by the joint force of political and administration system.Knowing the methods by which the decision-making controlling the results of subjective government performance evaluation is a question of importance without enough emphasis.This paper has brought theoretical hypothesis based on conceptualization,which decision-makers can control the results by choosing evaluating body,allocating evaluating power,designing calculus and dates process methods.The case study in Zhuhai City has testified the hypothesis;the decision-making has succeeded in enhancing the evaluating results.
