深化我国国有企业社会保障改革的思考

社会保障制度是市场经济体制的重要组成部分,是深化国有企业改革的基础工程和制度保证。尽快突破现有社会保障制度的"瓶颈",建立和完善我国的社会保障体系,促进国有企业深化改革,完善社会保障制度的广泛化、法制化、合理化和持续化,是国有企业改革的重中之重。本文在我国当前社会保障制度的大前提下,着眼于国有企业社会保障事业的发展,从保障范围、保障立法、筹资模式以及管理模式等方面提出一些思考和建议措施。
