石横特殊钢厂中型车间轧钢加热炉存在炉型结构不合理、换热器阻力大、水冷系统热量浪费严重等问题，为此提出了改造炉型结构、换热器、水冷系统、改变燃料结构等挖潜措施，并预测了改造后的效益。
