保定市推进农业CDM项目发展对策探讨

Strategy Discussion on Promoting Agricultural CDM Projects in Baoding

为了加快保定市农业发展方式向低碳化转型,通过国际化CDM融资,加大投入,推进农业废弃物资源化和减量化,减少碳排放,提高固碳能力。本研究系统分析了我国农业CDM项目的发展现状、存在问题、开发流程、相关方职能、可开展类型以及保定市如何推进农业CDM项目的政策导向,指出保定市可以在秸秆发电、畜禽粪便资源化、小规模造林和再造林等方面开展农业CDM项目,并亟需在以下几方面做出努力:政府对CDM项目的规划和指导、宣传及对相关主体的培训;扶持CDM项目开发和审查咨询服务机构;加强农业碳贸易和农业CDM项目方法学研究;严格监测考核体系和约束机制;加快小规模农业CDM项目的开发示范。

In order to accelerate the agricultural development transition in Baoding from traditional mode to low-carbon mode,international CDM projects financing,investment increasing,agricultural waste recycling and reducting were promoted,carbon emissions were reduced and carbon sequestration capacity were improved.Current status of Chinese agricultural CDM projects,their problems,processes,stakeholders functions,types and policy-orientation in Baoding were systematically analyzed.The agricultural CDM projects such as straw power generation,livestock and poultry manure recycling,small-scale afforestation and re-reforestation could be put forward.Following crucial tasks need to be fulfilled：government＇s planning and guidance of CDM projects,propaganda and training of related actors,promoting advisory services of CDM project exploiting and examining,supporting researches on the methodology of agricultural CDM projects and trades,monitoring rigorously the evaluation systems and constraint mechanism,and speeding up the exploitation and demonstration of small-scale agricultural CDM projects.
