产业集聚区是建设中原经济区的重要支撑,现已成为河南省各级政府的主要着力点。在集聚区的设立上,强势决策与顺势决策结合将会使集聚区的设立更加科学。集聚区建设初期,政府主导比较有效,运作成熟后应发挥市场机制的主导作用。产业集聚区的管理模式、发展方向应以市场为导向,政府的参与主要是间接的、经济的、法律的手段,主要是制度供给,提供良好的服务环境。

The industrial gathering area is one of the important supports;nowadays,it has been the main acting point of the governments at all levels of Henan province.With regard to the establishment of gathering area,the combination of the strong decision with the advantageous decision will make the construction of gathering area still more scientific.In the early period of the construction,the government＇s leading action is quite effective.After the operation is mature,the government should develop the leading action of the market mechanism.With regard to the management mode and the development orientation for the industrial gathering area,it should take the market as the orientation;the participation of the government mainly is the indirect,economic and legal means,where provides the area with system and good service condition.
