加强中国页岩气资源管理的思路框架

A framework of ideas on strengthening the resource management of shale gas in China

为加强中国的页岩气资源管理,创新工作思路,全面梳理了页岩气资源管理的现状及存在的问题,明确了管理工作的思路和原则,确定了总的目标和主要任务;提出了页岩气资源管理的主要内容和工作重点:开展页岩气资源发展战略与政策研究,编制勘查开采规划,建立页岩气资源管理制度体系和标准体系,并开展国内外形势分析和跟踪;确立页岩气作为独立矿种的法律地位,对其按独立矿种进行矿业权管理,并制定市场准入、竞争出让、合同管理、依规退出等系列原则;建立页岩气资源储量管理、监督管理、战略调查管理、信息资料管理等机制和制度,以大力推动中国页岩气资源的有效勘探和开发。

To strengthen the management of shale gas in China and develop new working ideas,we make a full investigation into present status and the existing problems.On this basis,the management ideas and principles are clarified and the general objectives and main tasks are determined.The major contents and highlights of shale gas resource management are presented in the following five aspects:(1) resource planning and policy management,including the research of development strategies and policies,planning of survey and exploitation,formulation of management and standard systems,and tracking analysis of domestic and foreign status;(2) mining right management;(3) reserve management;(4) supervision and management of shale gas resources;(5) management of strategic investigation;and(6) information resource management.With all these management policies,the exploration and development of shale gas will be effectively promoted in China.
