摘要
长期以来,中国一直实行低工资制度。中国低工资制度在计划经济时期和体制转轨时期具有不同的主要特征,其根本原因则是劳动生产率低下及"高积累、低消费"的经济建设指导思想所致。"十二五"时期,我国应进一步改革与完善低工资制度,调整与优化国民收入分配格局,积极促进民生改善与社会和谐。从长期来看,我国低工资制度应逐步向中、高工资制度转变。
For a long time China has implemented a low-wage system. While major characters of this wage system differ in the period of planned economy from those in the institutional transi- tion period, the basic causes for it are the same, that is, low productivity and the guideline of "high accumulation, low consumption" for economic construction. During the period of the "Twelfth Five-year Plan" this low-wage system should be further reformed for perfection, the national income distribution should be optimized, and upgrading of people's life and social harmony should be promoted. In the long run, a transition from the low-wage system to a medium and high wage system should be gradually realized.
