西北少数民族地区商业政策设计的原则与政策结构

Principle and Structure of the Commercial Policy Planning of the Northwest Minority Nationality Regions

商业政策是调整各类经济主体交易性"逐利"行为的制度、管理措施,有别于我国促进少数民族地区发展的公共经济政策。在对国内外相关文献的归纳比较的基础上,着重研究了三个问题:1)民族商业政策设计的实质是多目标规划,约束条件是制定政策时所要遵循的原则;2)少数民族商业政策设计过程是一系列要素重新组合的过程,任何一项商业政策设计实质是政策要素集合的排列;3)少数民族政策具有点、线、面、体的结构特征。

The commercial policy in this paper refers to the regulations and administrative measures taken to adjust the ＂profit-driven＂ behaviors of various economic agents, which is different from the public economic policy China adopts to promote the development of ethnic minority areas. This paper focuses on three aspects of the commercial policy planning in ethnic minority areas： 1） the essence and constraint conditions; 2） the process of policy planning; 3） the structural characteristics.
