全国水资源综合规划编制总体思路与技术路线

General idea and technical roadmap of developing National Integrated Water Resources Plan

针对新时期水资源领域出现的新问题、新形势、新挑战,为统筹协调经济社会发展,改善环境和维系生态平衡对水资源的要求,开展全国水资源综合规划编制工作,从正确处理好水资源、经济社会与生态环境三大系统之间的协调平衡关系出发,基于流域循环过程的水量平衡、用水平衡、污染负荷平衡及生态平衡,系统提出了水资源开发、利用、配置、节约、保护的控制性指标、调控阈值,提出水资源可持续利用的战略目标、主要任务及对策措施。

With the purpose of dealing with new problems, new situations and new challenges in water field, the National Integrated Water Resources Plan was formulated aiming at coordinating the water requirements of socio- economic development, ecological improvement and maintaining ecological balance. Based on the balance of water quantity, water use, pollutant load and ecology at the basin level, this paper systematically proposed the controlling index and threshold of water resources development, utilization, deployment, saving and protection. Besides, this paper also put forward the strategic targets, main tasks and countermeasures of water resources sustainable utilization.
