水资源开发保护总体思路与配置方案

General ideas of water resources development and protection and allocation scheme of water resources

基于我国水资源开发利用现状与面临形势,根据最新发展需求,开展水资源开发保护总体思路研究,在此基础上,进行水资源合理配置方案制定。从处理好水资源、经济社会与生态环境三大系统之间的相互关系出发,提出了水资源开发保护的总体思路。根据我国不同用水行业的需求分析,结合不同地区的自然特点与资源环境状况,提出了我国水资源配置总体格局及东西互济、南北调配的水资源配置体系,进而提出我国水资源总体配置方案。

Based on development and utilization status and situations of water resources in China, research on the general ideas of water resources development and protection was carried out in combined with latest development demand. Besides, scheme of rational water resources allocation was formulated. From the perspective of balancing the relationship among water resources, economic and society as well as eco-environment, the general ideas of water resources development and protection were proposed. Based on water demand analysis of different industries as well as distinct natural characteristics and environmental situations, the overall pattern of water resources allocation and water resources allocation system were put forward, in which the main content includes making the eastern and western part complement each other, transferring southern water to the northern part, and transferring water resources to the hinterland areas. On that basis, the overall allocation scheme of water resources was proposed.
