上海海洋产业发展现状及对策建议

Current situation and measures of Shanghai marine industry

通过分析上海海洋产业的现状,从现有的海岸线、港口资源以及海岸线经济密度、上海海洋产业结构特征、涉海就业情况以及上海海洋产业在上海经济发展中的地位等方面对上海海洋产业现状进行量化分析;指出上海海洋产业在发展中存在的不足:海洋产业结构有待优化提升,海洋高新技术产业并未形成规模,科技创新亟需加强以及管理系统和法律体系不完善,没有有效的监测系统;提出上海在发展海洋产业中应继续深化产业结构发展、培养发展海洋产业群,提升高科技在海洋产业发展中的作用及加大政府的主导作用,健全管理制度和建立信息跟踪体系的可行性建议。

This paper analyzed the status of Shanghai＇s marine industry, from the points of the existing coastline resources, ports resources, the coastal economic density, Shanghai marine industry structure, the employment situation related to the sea and the position of Shanghai marine industry in Shanghai economy. It pointed the shortcomings of Shanghai mairne industry in developing process. For example, the structure needed to continue to be optimized, marine high-tech industry was still in a small scale, technological innovation was not enough, the management systems and the legal system was imperfect, and the monitoring system was not effective.So this paper proposed that Shanghai should continue to deepen the industrial structure in the development, to foster the marine industry group, to enhance the high-tech industrial development, to establish a sound management system and the tracking system.
