城乡一体化发展的科学评价与推进策略——以河北省为例

Scientific evaluation and promoting strategy of integrated development of urban and rural——In the case of Hebei province

对城乡一体化发展进行科学评价是明确统筹城乡发展重点和制定政策建议的起点。首先构建城乡一体化科学评价体系,并依据河北省2009年数据进行了实证分析,对河北省11个地级市城乡一体化水平进行综合评价,挖掘出各地区城乡发展的优势和劣势特征,明确其今后统筹城乡发展的重点和方向。然后从城乡一体化的居民收入、产业结构、基础设施建设等方面进行了分项评价,剖析河北省城乡一体化进程存在的问题。最后基于综合评价提出促进河北省城乡一体化进程的发展思路和策略。

Scientific evaluation of integrated development of urban and rural areas is starting point to define clearly development priorities and formulate policy recommendations. In this paper, Firstly, the evaluation system on urban-rural integration was built, and based on the data of Hebei province in 2009, an empirical analysis and scientific evaluation was taken for the 11 prefecture-level city in Hebei province, to tap the region＇s advantages and disadvantages of urban and rural development features, specifically to clear its future urban and rural focus and direction. Then made the sub-evaluation from the urban and rural incomes, industrial structure, infrastructure and other aspects, and analysis of the problems of urban and rural integration in Hebei province. Finally, based on a comprehensive evaluation of the integration, the strategies on the promotion of the development of urban and rural Hebei province were proposed.
