以阿拉尔为例对南疆地区节能减排的调研

The investigation of the energy conservation and emission reduction in Alar of Nanjiang

以提高新疆阿拉尔市居民的节能减排意识为目的,通过问卷调研,实地调研、文案调研、网络调研等多种调研相结合的方式,对当地居民、政府机关、塔里木大学师生各民族就南疆地区节能减排的贯彻落实情况及人们对节能减排的认识和现状实施调研,并针对问题提出合理化建议和解决问题的方案。结果表明:节能减排作为一项基本国策提出有一段时间了,南疆公众对此项政策大都了解,但是政府监管不是很严;南疆居民民族复杂、居民居住比较零散,工业欠发达,高污染高能耗暂时还没有对大家的生活、身体健康造成直接的影响,在经济建设的步伐中放松了对节能环保的限制;由于少数民族普遍受教育文化程度低等方面的因素,南疆少数民族节能减排的情况不尽如人意。

The paper in order to improve the energy conservation and emission reduction in Nanjiang Alar residents consciousness for the purpose,through the questionnaire investigation and research,investigation,document research,network research,etc several investigation,the way of the combination of the on the local people,government agencies,the Tarim university teachers and students in south Xinjiang is the national energy conservation and emission reduction in the implementation of and people to the understanding of the present situation of energy saving and emission reduction and implementation of research,and in the light of the problem put forward rational suggestions and solutions.The results show that the energy conservation and emission reduction as a basic state policy put forward for some time,southern public awareness about policy,but mostly understand government regulation is not very strict;southern residents,the residential complex national is scattered,southern industrial less developed,high energy consumption and high pollution has not yet to everyone's life,health,a direct impact on the pace of economic construction in the energy conservation environmental protection to relax restrictions;because of minority education culture low degree by common factors,southern Xinjiang minority of energy conservation and emission reduction,not satisfactory to our common efforts.
