摘要
推动文化改革发展必须处理好政府与市场的关系。政府的职能在于提供公共文化产品和服务,而市场则是提供私人文化消费。处理好文化改革发展中的政府与市场关系,必须充分发挥政府在公益性文化事业发展中的主导作用,发挥市场在经营性文化产业发展中的积极作用,建立文化产业市场导向机制,引进激励竞争机制,优化文化产业市场运行机制。
Promote the cultural reform and development must deal with the relationship between the government and the market. The function of government is to provide public cultural products and services, while the market is to provide private cultural consumption. To deal with cultural change and development in the relationship between the government and the market, the government must give full play the leading role in the development of cultural undertakings in the public interest, and the market must paly an active role in the development of cultural industries. We should establish the market-oriented mechanism, introduce incentive competition mechanism, and optimizate operation mechanism of culture industry market.
