Current Situation of Rural Land Circulation and Typical Model Comparison

对我国部分地区农民承包地和集体建设用地流转创新的"宅基地换房、换社保"政府主导模式、集体建设用地市场化流转农民主导模式、"确权赋能"土地产权综合改革模式、农用地规模化租赁性经营模式、农民承包地股份合作模式等五种典型模式的研究表明,农村土地流转制度的建设应以土地确权为基础,以市场化机制建设为核心;地方政府应改变"运动员"角色,让利于民,履行好市场管理与监督职能。

Thepaper focuses on five typical circulation models of land contracted by farmers and the collective construction land in some areas, that are government dominated model, the typical characteristic of which is to use house sites to get house or social insurance, farmer dominated model,and the charateristic is marketization of collective construction land; moedel of land rights comprehensive reform,model of rural land renting and operation on a large scale, and the model of famers＇ contracted land as stock to cooperate.The paper suggests that the establishment of rural land transfer system should be based on land ownership assertion, the market mechanism construction as the core, and the local government should change the ＂player＂ role, carrying out market management and supevising functions.
