财政分权、教育发展与经济增长——基于省级面板数据的实证分析 被引量:3

摘要 本文基于1995—2008年间省级面板数据,采用固定效应回归方法,构造了财政分权、教育发展及经济增长三者关系的模型。综合研究发现,财政分权和高等教育促进了中国经济的发展,并且存在跨区差异,即财政分权对东部经济增长的促进作用大于中西部地区,这种现象加剧了区域经济发展差距的扩大;同时发现,财政分权促进了高等教育的发展,阻碍了初等教育的发展,导致中国层级教育发展出现不均衡的现象。因此,本文提出针对东、中、西部不同的经济特征,政府应该给予不同的财政政策来解决现存的区域经济差异问题,促进层级教育均衡发展,从而促进中国经济的可持续发展,这对于我国财政政策的完善与调整具有参考价值。 This paper bases on the 1995—2008 provincial panel data,using the fixed effects regression method,constructs the relationship model of the fiscal decentralization,education development and economic growth.Comprehensive study finds that higher education and fiscal decentralization promote the development of China's economy,and have the spanned differences,in other words,the effect of fiscal decentralization to promote the Eastern economic growth is greater than the central and western.This phenomenon aggravates the disparity of regional economic development.At the same time,we find that the fiscal decentralization promotes the development of higher education,but hinders the development of primary education,thus causes the Chinese level education development in disparities.Therefore,according to the eastern,central and western different economic characteristics,this paper puts forward that the government should give different fiscal policies to solve the existing problems of regional economic differences,and promotes level education balanced development,so as to promote the sustainable development of China's economy,it is a reference value for the perfect and adjust of our fiscal policy.
