中国小麦产业发展现状、调控政策及建议

Developmental Status,Regulation Policy and Suggestion of Chinese Wheat Industry

自2004年以来,中国小麦生产稳步发展,消费平稳增加,供需平衡有余,价格逐步提高,小麦产业总体呈健康发展态势。分析了中国小麦产业发展现状特点及未来发展潜力,对近年来小麦生产扶持、市场调控以及进出口等方面政策效果进行了梳理和评估,提出了今后发展的调控目标及政策建议。认为必须坚持立足国内基本自给、进口调剂为辅的方针,加强中低产田改造,建设高标准粮田,加大科研投入,加强优良品种及适用技术研发推广,以提高小麦单产为主攻方向,提高小麦生产能力,促进小麦产业持续健康发展。

In the past several years,wheat production and consumption is steadily increasing,supply is full,price is gradually up,and wheat industry is in good condition on the whole in China.The current status and developmental potentials of Chinese wheat Industry was analyzed in this paper,followed by the policies and their effects on wheat production support,market regulation and trade.The regulation targets and policy suggestions for developing the Chinese wheat industry are presented and discussed.It is pointed out that China must insist on the policy of self-supply firstly and import secondarily,improve low and medium-yield farmland,build high standard farmland,input more fund to agricultural science and technology research,strengthen the good breed and proper technology research and extension,focus on increasing wheat yield and improve wheat production capacity,and thus promoting sound and sustained development of wheat industry.
