新医保付费方式的核心运行原则：超支自理、结余归己。医保付费改革是决定着我国新医改是否成功的关键因素之一。这一点在两年前还停留在专家呼吁的阶段,但今天已经成为很多人的共识。自2011年初以来,主管城镇基本医疗保险的人力资源和社会保障部,以及主管新农合的卫生部,都将医保付费改革视为促进新医改的重要抓手。
If counted from the mechanism reform in township health center in 2000, the health reform history in Suqian has exceeded 11 years. If counted from the change from public hospitals into private hospitals in 2004, the health reform history in Suqian has exceeded 7 years. In an area with more than 5 million populations, all the healthcare services are provided by private health facilities. This is not only unique in China, but also quite rare in the world.
