摘要
目前国内外水利水电工程在招标施工阶段标段划分缺少有效的定量分析方法,导致很多水利水电工程标段划分完全凭借业主管理层主观经验在判断.以云南盈江滚朋羊二级水电站工程标段划分为背景,从经济学的角度构建了施工总成本数学模型,并详细分析该模型与标段划分的经济技术关系,最后利用Monte Carlo方法对施工总成本数学模型模拟求解,得出最优解作为标段划分定量判别依据.按此方法得出的标段划分方案与业主方仅凭主观经验判断的方案相比,要节省费用258.06万元.
To address the problem that results from the lack of effective quantitative analysis methods at the stages of bid calling and construction, bid sections in many hydropower projects at home and abroad are always divided by the owners at the administrative level based on their own experience. In the case of bid division of Gunpengyang second level hydropower station project in Yingjiang, Yunnan, the model of total construction cost was constructed from economic perspective. Then the economic and technical relationship between this model and bid division was analyzed. Finally, Monte Carlo methodology was employed for the solution of the total construction cost model. The optimal solution is the judgment basis of quantitative division. Compared with bid division based on subject experi- ence, this method can save cost by 2 580 600 RMB.
