摘要
"十一五"以来我国高技术产业快速发展,产业产值规模和产品出口额均位居世界前列,高技术产业的发展呈现出地理集中度高,内资企业所占比重呈上升趋势,研发经费、有效发明专利持续增长的特点。但高技术产业发展中仍存在诸多突出问题,如高技术产业占制造业中的比重呈下降趋势,产业R&D经费投入强度仍较低,三资企业R&D投入强度和专利产出比重均较低。基于以上分析,本文提出相关政策建议。
China＇s high-tech industry developed rapidly in the period of the 11th five-year-plan.The value added of the industry and the exports of high-tech industry ranked the front in the world.High-tech industry showed high geographic concentration.The proportion of domestic enterprisesemergedupward trend.RD expenditure and patentsin force in the industry continue to grow.However,there are still some outstanding problems in the development of high-tech industry.High-tech industryas a percentage of manufacturing industry showed a downward trend.RD expenditure intensity was lower.In foreign-funded high-tech enterprises,RD intensity and the proportion of patent in force were lower.Based on the analysis,this paper puts forward the proposals.
