人类过度依赖自然界决定了人类与自然灾害这一自然异化现象要长期共存,而这一异化现象必然会对人类的生存和发展造成巨大的威胁,所以提高国民整体的抗灾素质和能力,使民众拥有足够的灾难意识,成为应对不同自然灾害频繁发生的有效驱动力。其中包括:正确处理人与自然的关系;掌握预防及应对灾难的基本常识;提高抗灾心理素质和能力;重视灾后心理素质重建。
