摘要
基于R&D经费资源的稀缺性,在增加R&D经费投入之前研究R&D经费配置效率意义重大。本文在Wurgler(2000)模型基础上,通过构建R&D经费配置效率的动态模型和面板数据模型,对我国2004-2009年间37个工业行业的R&D经费配置效率进行研究。研究发现:我国R&D经费配置是有效率的(0.109),但处于较低水平;我国企业自发R&D投资水平偏低且存在行业差异。要想提高我国R&D经费配置效率,一方面应当充分发挥市场机制在R&D经费配置中的基础作用,另一方面应当积极发挥政府在R&D经费配置中的宏观调控作用,还要不断增强企业提高自发R&D投资水平的积极性。
Because of the scarcity of R&D capital, to study R&D capital allocation efficiency is significant before increasing the R&D capital investment. In this paper, based on Wurgler (2000) model, we build a dynamic model and a panel data models to study R&D capital allocation efficiency during 2004-2009 of 37 industrial. The study found: R&D capital allocation is efficient (0.109), but at a low level; the spontaneous level of R&D capital investment is low and exists industry divergence. To improve R&D capital allocation efficiency, on the one hand we should give full play to the basic role of market mechanism; the other hand we should play an active role in the government's macro-control, but also Continuously enhance the business motivation to improve the spontaneous level of R&D capital investment .
