从日本地震反思我国旅游安全预警和救助体系的构建

Construction of Tourist Safety Pre-Warning and Relief Systems in China:A Reflection Resulted from the Latest Earthquake in Japan

在各种危及旅游安全的自然灾害与公共事件频发、我国国内旅游与出境旅游迅猛发展的双重背景下,探寻一套适合中国国情的旅游安全与救助体系显得日益迫切。文中通过对中日两国旅游安全预警与救助体系进行比较分析,认为中日两国的灾后救援和预警均存在诸多问题,并对我国旅游安全预警与救助体系进行了深刻的反思。在此基础上提出了框架性的策略:倡建亚太地区灾难外交体系;建立"复合型"防灾救灾机制;建成旅游安全预警权威发布系统;构建旅游紧急救援系统;设立旅游紧急救助基金;倡导志愿者服务计划;保护旅游者合法权益。

Currently natural disasters and emergency accidents endangering tourists occurred one after another,while both domestic and outbound tourism are undergoing a rapid development in China.Under such circumstances,it is increasingly urgent to explore for a safety and relief system adapted to the travel industry in the country.After comparing the Chinese pre-warning and relief systems to those of Japan,this paper finds out that many problems do exist in both systems in China.Based on a profound reflection on the pre-warning and relief system in China,the paper puts forward some framework strategies：developing a diplomatic system to deal with disasters in the Asian and Pacific regions,establishing a double mechanism of disaster reduction,building an authority early warning system for tourist safety,building an emergency tourist relief system,setting up a fund for emergency tourist relief,promoting volunteer service,and protecting the legitimate rights and interests of the tourists.
