社会科学期刊“名刊工程”建设的若干思考

Some Problems of Famous Social Science Journal Construction

社会科学期刊的"名刊"建设在市场经济及国际化的冲击下面临着诸多问题。所谓名刊可以分为3类,但真正的名刊一定是指具有公认的高标准、高质量、高理念、高层次的期刊。名刊建设中,尚存在名刊数量少;名刊栏目及选题、内容特色不强;名刊与非名刊协同互促度不高;建设过程缺乏监督;面临市场经济的压力;名刊的知识产权保护困难等问题。要克服名刊建设过程中存在的单纯以"SCI核心期刊"为标准划分期刊等级,把被引频次、影响因子作为学术价值评价的重要因素,盲目照搬西方评价体系、标准、手段及方法和工具,片面追求机构排名,忽视中国特殊国情的误区。通过正确认识社会科学期刊名刊的作用及意义、将名刊建设作为长期不懈的艰苦工程坚持下去、改变现有不合理的评价观念、探索社会科学期刊建设的新路子、建设名刊发展大战略体系等途径,促进名刊的建设。

The famous journal project construction of social science journals faces many problems in the era of marketing economy and globalization. However, many problems arise in the project construction, for example, the number of famous journals are few; the topics, content and characters of famous journals lack of features and qualities; the intellectual property protection for famous journals is all, cult, and so on. This paper presents some suggestions for social science journal construction, including journal evaluation standards and systems, the role and significance of social science journals in China, the new ways to promote the development of social science journals, etc.
