Further Perfection for Handicapped's Social Security System in Henan Province

根据特殊群体社会保障的理论分析,结合国外特殊群体社会保障制度的实践模式,对进一步完善河南省残疾人社会保障制度提出以下对策:以立法推进残疾人社会保障制度;政府干预是建立和完善残疾人社会保障制度的基础;拓宽保障范围,构建城乡相衔接的残疾人社会保障格局;提高河南省残疾人就业率。

According to the theoretical analysis for social security of special groups and incorporating the practice mode for social security of foreign special groups. This article is applied to current situation of He Nan province, Zhongyuan Economic Region and perfect the development of social security system, carrying forward the handieappedg social security system with legislation. Government interference is the base for setting up and perfecting handicappedg social security system, broadening the security scope and building handicapped＇s social security structure between urban and rural, therefor, improving employment rate of handcapped in He Nan province.
