摘要
我国农民工社会管理模式正在经历管理目标由计划调控向促进融入、管理对象由"入侵者"向"新市民"、管理格局由各自为政向协同管理、管理方式由限制向服务的转型。然而,由于城乡隔阂仍然存在、城乡二元分割体制尚未打破、农民工社会管理机制尚不成熟等原因,这一转型面临诸多困境。农民工社会管理的创新路径在于:促进沟通融合,创新农民工社会管理观念;打破城乡分治格局,减少农民工社会管理制度歧视;整合资源,建立农民工社会管理长效机制。
In China,social management model on migrant workers now is undergoing four transitions:the management goal is changing from planned regulation to promoting integration,the object is from invader to neo-residents,the pattern is from working each for himself to coordinated management and the means is from restriction to service.However,due to the misunderstanding between city and rural areas,the dual decollated system between them and the immature social management mechanism of migrant workers,such transition is confronted with a lot of dilemma.This paper finally put forward such suggestions on how to innovate social management model on migrant workers as promoting the communication and integration between residents and migrant workers so as to innovate the management value,breaking the situation that runs the rural and urban society in different ways so as to eliminate the institutional discrimination against migrant workers and integrating resource so as to construct a permanently effective social management mechanism on migrant workers.
