关于提高远洋护航综合保障能力的思考

Reflections on enhancing comprehensive support capabilities of oceangoing escort operation

针对远洋护航装备复杂、范围广大、航程遥远、超越国界,综合保障具有预见性、多样性、精确性和全球性的特点,对相关问题进行了分析与研究。在此基础上,提出了提高远洋护航保障能力的对策,即必须完善相关预案,严格保障制度,加强训练演练,坚持海上监测,统筹保障力量,聚合军地优势,提高综合保障能力,开创海军保障力建设的新局面。

The features, such as long range and complex equipments support, determine the comprehensive support of escort operation is characterized by foresight, diversity, preciseness and globalization. Based on analyzing the features of escort operation, this paper puts forwards some measures on how to enhance the support capabilities, including perfecting the preplanned schemes, strengthening the support institution, enhancing the training and exercise, keeping on maritime monitoring, planning the support forces, and integrating the advantages of both military and local authorities, so as to promote the overall support capabilities and accordingly open up new prospects for the building of naval equipment support forces.
