论当前建构网络公共领域面临的难题

Difficult problems in constructing public domain on the network

互联网技术的迅猛发展,使传统的公共领域在网络上寻找到新的沃土,并生根发芽、开花结果。但是,受经济、政治、文化教育和技术条件等方面的制约,我国网络公共领域的建构面临着一些难题:网民意见表达存在非理性倾向;群体极化与沉默的螺旋形成对个体压制;商业元素侵蚀网络消解公共性;网络空间新权威间接操纵了网络公共空间的意见表达;政府与网络公共领域产生及时联系并反馈的机制不健全等。

The developing of internet technology makes traditional public domain extend on the network. In our country, constructing public domain on the network is restricted by economy, policy, culture, education and technology. It also faces some problems as follows： net-surfers express their opinions irrationally; amount of people do not openly express deviant opinions; internet is imposed too much business parameters; ideas conveying is manipulated by the new authority on the internet;there is not a perfect mechanism which can timely help the net-surfers contact with the government department concerned and get a feedback from it.
