侨州郡县判断标准探析——兼议侨州郡县发端时间

Inquiry about the Criterion of Emigrant State and County——And Discussing When Emerged the Emigrant State and County

目前学界对侨州郡县发端于何时,尚存不同看法。究其根源,不难发现,侨州郡县滥觞之争在于侨州郡县判断标准不同。侨州郡县判断标准至关重要,是讨论侨州郡县发端及相关问题的先决条件。本文在前人关于侨州郡县判定的三条标准,即侨人、旧壤之名、设置侨置机构基础之上,增补一条判断标准,即无实土、不役不税。并据此提出侨州郡县产生于东晋南朝时期。

There are arguments in academic community at present about when the Emigrant State and County originated.To fully resolve this problem,it is necessary to understand the criterion of judging Emigrant state and county.Predecessors have pointed three criterions——emigrant,the original place name,the agency of Emigrant State and County.This article will present the fourth： the emigrant have no any plough and have no tax or service,and argue that the emigrant state and county come into being during the Eastern Jin Dynasty.
