我国各地区温室气体排放与减排的理论与实践研究综述

A Review of Regional Research on the Theory and Current srtuation of Greenhouse Gas Emission and Its Reduction in China

对各地区温室气体排放现状、未来排放与减排潜力预测、排放的驱动因素、减排的成本与收益、减排对策等问题进行了综述。结果表明,在我国大多数地区,能源消费是温室气体排放的主要来源;各地区未来温室气体的减排潜力巨大,且能获得很好的减排收益;能源效率(技术因素)、能源消费结构、经济增长、人口增长是影响其排放的共同因素;少用、减排、吸收、替代和市场交易机制是减排的主要对策。

This paper studies the regional research on greenhouse gas（GHG）emission and its reduction from five aspects： the current situation of GHG emission in many provinces,the forecast of GHG emission situation and its reduction potential in future,the factors for the growth of GHG emission,the costs and benefits of its reduction and countermeasures.The results show that： first,energy consumption is the main source in most provinces of China.Second,the emission reduction potential of GHG in each province and the benefits is huge.Third,although the degree of each factor′s effect is various in different provinces,energy efficiency（technical factors）,energy consumption structure,economic growth and population growth are the same factors for the growth of GHG.Forth,the main countermeasures that were proposed by most literatures on regional GHG emission reduction can be sententiously concluded to making less emission of GHG,absorbing more GHG,using alternative renewable energy and constructing market mechanism.
