低碳责任分担的公平问题是当前低碳化发展的焦点和难点。低碳责任是公平的基础,离开了低碳责任,公平就无从谈起;而公平既是低碳责任合理分担的保障,也是落实低碳责任的重要条件。机会均等原则、平等原则和差别原则是低碳责任分担的公平原则。只有落实好低碳责任分担的公平原则,低碳化的可持续发展才能实现。

The issue of fairness in burden sharing in the context of low-carbon economy has become the focus and sticking point in the current low-carbonization of economic development. Low-carbon responsibility is the basis for fairness, without which fairness might be a mirage; whereas fairness is not only a guarantee of appropriate sharing of low-carbon responsibility but also a requisite for the enforcement of low-carbon responsibility. The fairness principle of low-carbon burden sharing incorporates the principle of equal opportunity, the principle of equality, and the difference principle. Only when the fairness principle of low-carbon burden sharing is put into place can the low-carbon sustainable development be achieved.
