摘要
目前科研项目指南编制中出现的主要问题有:对调研论证的时间要求太紧;论证环节只召集少数部门领导和朋友座谈一下草草了事;设置部分定向委托课题时人为使某些项目失去公平的申请机会;指南发布距提交申请材料的时间较太短;等等。应高度重视项目指南编制的重要性和规范性,广泛征集建议选题,提高专家论证选题的质量,取消定向委托课题,优化指南发布,以提升项目指南的编制质量和实现项目申请的公平、公正和公开。
The main problems existing in the present scientific research item guide establishment include the followings. Firstly, time for the research and investigation is very limited; Secondly, only few department leaders and the friends are called to discuss the guide in the process of comprehensive analysis of the project guide; Thirdly, fair application opportunities of certain scientific research item lose artificially and so on. It is suggested that more attention should be paid to the importance and standards, suggestions of the selected topics widely collected, the selected topic quality of the expert enhanced, the directional request topics canceled, the guide issue optimized, so that the quality of the project guide establishment can be promoted and the fairness and openness realized.
