摘要
随着经济社会的发展,社会的分工越来越精细化,为适应这种变化,各行各业都在进行专业化建设,建立本行业特色的职称制度。放眼国际,适应国家司法体制改革,监狱警察职业化、专业化建设也势在必行,因此构建监狱系统特色的职称制度也成为探索的必要。监狱系统传统的“大一统”职称评审体系,只对部分专业岗位进行评审,且评聘分离,而大量的从事监管矫正工作的监狱警察,则被拒之在职称评审的门外,使职称评审应有作用没有得到成分发挥。因此,借鉴西方经验,设立矫正师职务,建立矫正师职称评审体系显得非常必要。
Along with the development of society and economy, the division of labour in society becomes more and more elaborate. Facing this change, all works of llfe are becoming more specialized than before, and begins to establish their own professional title system, so does the management system of prison. In the past years, the management system of prison was an unified professional title system, only 'opened to part of positions, which led to many police officers in correction work having no opportunity to gain a professional title. Therefore,we should draw lessons from western countries' experience, set up the title of corrector, and establish the professional title appraisal system.
