摘要
目的:通过对妇幼卫生保健人力资源配置公平程度进行评估,探索切实可行的妇幼保健管理模式,为妇幼保健服务资源合理配置提供参考。方法:北京市密云县22家医疗保健单位所有妇幼保健服务人员为研究对象,对人员基本情况、健康教育设备等方面进行问卷调查。结果:妇幼保健人员结构基本情况:医疗专业占62.9%,非医疗专业占37.1%;职称构成:高级职称占6.5%,中级职称占32.6%,初级职称占41.9%,无专业技术职称占19.4%。妇幼保健服务人力资源公平性评价基尼系数是0.51,处于警戒状态。健康教育设备配备只占36.5%。县妇幼保健院群体保健人员资源产出大量增加。结论:卫生管理部门应积极引进和培养妇幼保健人才,对县妇幼保健院创造新的管理模式。
Objective:To explore a feasible management mode of maternal and child health(MCH) by evaluating the degree of justice of human resources allocation of MCH,provide a reference for reasonable allocation of MCH resources. Methods:All the MCH staff in 22 medical institutions of Miyun county of Beijing city were selected as study objects,their general conditions and health educational equipments were surveyed by a questionnaire. Results:The general conditions of MCH staff: the proportions of medical professional and non-medical professional were 62.9% and 37.1%,respectively;the proportions of high professional title,middle professional title and primary professional title were 6.5%,32.6% and 41.9%,respectively,19.4% of the staff had no professional title.The Gini coefficient of justice of MCH human resource was 0.51,being on alert.36.5% of the medical institutions had health education equipments.The output of population health personnel resources in maternal and child health hospitals at county level increased significantly. Conclusion:Health administration departments should introduce MCH human resources and develop a new management mode for maternal and child health hospitals at county level.
