This paper discusses the disease status, the establishment of a modern medical system, as well as the rise of public health issues from a cultural and social viewpoint. Through this discussion, the paper finds that in the process of modernizing the country in the Meiji Period, physical health ceased being a personal matter as people' s bodies became the object of national management and improvement. Finally, the paper concludes that the establishment of healthy "citizens" and a sanitary "Citizen Country" constituted a theoretical basis for Japan' s adoption of imperialism and colonialism.
