辽宁资源节约与环境友好型社会建设的基础、困境和路径

The foundation,predicament and the path about building a resource thrift and environment friendly society of Liaoning

建设资源节约与环境友好型社会,实现经济、环境和社会效益相统一,是从我国国情出发提出的一项重大的战略决策,是贯彻落实科学发展观和构建和谐社会的必然要求.认为资源节约、环境友好虽各有侧重但却互为补充,二者完整地涵盖了社会经济系统中物质流、能量流、废物流等物质代谢的全过程,是缓解区域资源环境约束的最佳路径选择.从"十一五"期间辽宁省资源与环境领域的投入和发展、当前面临的问题与挑战等方面,分析资源节约与环境友好型社会建设同实现辽宁三大区域发展战略之间的关系,认为资源节约与环境友好型社会建设是实现辽宁三大区域发展战略、转变辽宁经济发展方式的最佳路径选择,并从制度设计、政府责任两个视角展开进一步的分析.

Constructing resource-saving,environment-friendly society and achieving reunification of economic,environmental,social benefits are major strategic decision that based on China＇s basic national conditions;it is also a necessary demand of carrying out scientific development and constructing harmonious society.The resource-saving and environment-friendly have their own particular emphases and supplements.They completely cover the material flow in socio-economic system,the energy flow,the waste streams and so on in the whole process metabolism.At the same time,it is the best way to release the constraints of regional resource and environmental.From the aspect of investment and development in resources and environment,problems and challenges that we now facing in the ＂Eleventh Five-Year＂ period of Liaoning Province,this paper analyze the relationship between construction of resource-saving,environment-friendly society and achievement of the three major regional development strategies of Liaoning.By analyzing,we found that constructing the resource-saving and environment-friendly society is the best way to achieve the three major regional development strategies and change economic growth mode of Liaoning.At last,this paper makes further analysis from system design and the Government responsibility.
