摘要
从理论分析、国际比较和实践评价等角度,探讨宏观和微观管理职责在部门间的合理配置。第一部分提出问题并说明研究思路;第二部分展示部门职责的多层次性,探讨这种多层次性对职责分工的理论和实践意涵;第三部分提出"厚微观而轻宏观是部门管理中的宿命"的命题,并从理论和实践进行分析论证;第四部分作为对策建议,讨论理顺职责分工应该深入研究的问题,旨在为强化宏观职责提供组织保障;最后是总结和说明。
From multiple angles this paper explores rational allocation of functions among agencies in the Chinese government.Section I raises research questions and gives an account for the logic of reasoning.Section II demonstrates first the multi-layers of tasks for individual agencies and then highlights its implications for functional allocation among them.Section III proposes that agencies intend to focus on micro activities at the expenses of macro functions and provides evidence to support the hypothesis.Section IV discusses some crucial issues regarding rational allocation of functions so as to strengthen macro activities.And the final section is a brief summary.
